With your location, if the shop is not going to be heated all the time, I'd suggest high output fixtures........the regular ones don't like cold weather and it takes them a while to warm up enough to make good light. The HO's fire right away though they are more expensive.

Around here we use that white shinny stuff they use in bathrooms and kitchins. Can't remember what they call it. Looks like paneling but really shinny white. Its cheap here,$7.00 for a 4x8 sheet. To clean it you just use a floor duster.

If you go with the peg board may want to look for any retail business auctions in your area.

Also some of the walls included the 4 ft and 8 ft mounted under the shelves. Have also seen full cases of bulbs sold out of some of the maintenance sections real cheap. I got 2 or 3 boxes of the 8ft clear tube protectors out of the last maintenance room I bought for $10. Only added one pic back but if you want the others let me know.

FLourescent lights can be used in cold weather without any problems just have to get the ones with an electronic ballast make sure that you do not get magnetic balast they wont come on below 40

On the same note you can get some nice 75 watt 8 foot fixtures at home depot for 25.99 and the bulbs to fill them are 10 a pair thats just as much for a 4' fixture and alot more light the bulbs are twice as high as a 4' but there also twice as bright.
