Has anyone ever initialized a blank ECM from scratch?

My understanding is that when you buy a blank (new) ECM from GM or Rockauto or wherever someone needs to flash it with an initial config, including the VIN. I'm not sure if this MUST be the dealer or if an independent shop (like me in my garage) can do it with a J2534 cable.

I know you can download and -update- the ECM on your own with such a cable. I just don't know if you can do the -initial- setup, or if that requires a Tech2/Tech3 setup.

Anyone know? It's actually a 2015 LT4 (Gen V) controller about which I know very little. But for $165 for the spare ECM I'd rather tinker on the spare unit than my factory original, I'm just not sure how to "clone" my factory one.

Thoughts?
