My thoughts it’s a heat exchanger for domestic hot water my Dutchstar uses the coolant to heat the domestic water while driving .

I remember a guy my dad knew who made living ferrying semi trucks around the country. He had made dozens of round trips up the Alcan to the pipeline when it was being built in the early 70s. He had a similar tow bar set up on his truck. He towed his truck behind the semi and then would drive it back home.
