framerail, it would be out of view, and a clean install, depending on how low you are , might be hard to get to to change one on the fly.
I don't think the framerail is a possible choice on even a mildly lowered vehicle. To much possibility for the box to become submerged or become saturated w/moisture (we all know how effective water tight seals can be @ times).
