I use a " Snap On " hub cap tool with a section on rubber hose on the steel shank on the 8.25 and 9 3/4 wheels. See tool link

On the 14" I use 2 long flat tip screw drivers that I heated and bent the tips 90* about 3/4 before the bend . The caps come right off.
