I just have a feeling the end of your bolt is still in there with about 2-3 threads on it. If the bolt is in fact out, most of the time the pin will move side to side .. easily enough you can push them out with your finger. Usually that bolt breaks off about 2-3 threads up from the bottom where the threads stop. It's an odd lookin bolt no doubt.
This kit is awesome. I have no connection with them at all, just saying this kit saved me from a lot of time and frustration. I'd go ahead and get a new bolt too.

Here is the pin bolt that I removed. The bolt that keeps the axles in has some play, but it will not come out.
