Answer to first question: it does not come with the fuel line from the pump to the carb so you need to buy one or make one or use the one off of your old engine.
Now onto internal vs external balanced.
Externaly balanced means the crankshaft is well externaly balanced meaning it uses a counter weight on the flywheel/flexplate to balance it.
Internaly balanced means that the crankshaft is internaly balanced and DOES NOT need a flywheel/flexplate with a counter weight.
