The carpet retainers will keep the front and rear edges of the carpet in place if you are ever loading or stepping up from the front to the rear. Do you need them? I would suggest having them but not sure if you need them or not.
Yes the front one would go right at the edge of the floor where it does the 90 degree to the front floor.
