That is an ex-military vehicle, it has the GSA label on it. Do you know what base?
Looks like strata blue paint so I would guess an Air Force Base. Maybe a Northern Cali truck with the antifreeze @ 34 degrees or that is just a Mil-Spec option. Travis AFB or Beale AFB maybe? Hard to say, they have closed a lot of AFBs in California since that truck was built.
