When I was seeing that, it was a short in the socket in the front turn signal causing it. Once I cleaned it out really good, I've not had anymore problems. A symptom of that was that the front signals would not flash with the headlights on when the turn signal was on on that side, nor when the hazards were on.
Turn your lights on and give your turn signals a good check before you tear in to the cluster.
