A previous owner may have swapped to a carb that didn't use the throttle cable.

The throttle cable wasn't/isn't a necessity of life on these trucks and was primarily used on trucks that had a PTO drive hooked to the transmission. Most guys without a PTO just used them as a fast idle setup when warming the truck up on cold mornings if at all. They aren't a cruise control, that will get you killed.
