Because the location is difficult to determine from the picture I posted, I took another with an overall view to help clarify.
The white piece of rolled up paper has been inserted into the hole where the ground strap was located.
This is the Right Hand side. I have replaced the inner fenders and there wasn't a hole punched at this location on the aftermarket inner fender.
