Digging this up from a few months back, but in the event you haven't fixed it...I've had great luck through the years with a mig welder, welding to the end of a broken off bolt.

Keep dabbing weld until its proud enough to contact a washer. Weld the washer to the little tower of weld you built on the bolt, then weld a nut to the washer.

It's guaranteed to break off before you've extracted the bolt, but after numerous attempts, it'll start to move. I'd expect a starter bolt to be a simpler one if not really far up in. It's clean and rust-free, it's large diameter.

I've done this dozens of times, mostly on smaller stuff like LS-engine exhaust manifold bolts. Take your time, keep repeating and eventually you'll extract it.
