Once that seller has some repeated good transactions, Paypal might release these restrictions imposed on him. It's not really your problem and Paypal is just looking out for you and themselves. Paypal does not want to have to refund you without getting their money back from him in case something bad happens with the exchange of goods. I would not pursue buying from this seller, just not worth it.
