It really shouldn’t be that difficult.

My Blazer is bagged with a bolt-in c-notch. When I dump the bags the axle sits on the highest part of the notch. I am running full exhaust ending behind the rear wheels and it goes up and over the axle Just like it should.

Maybe the shop you’ve chosen isn’t up to the task.
