I know they have steering wheel pullers in the loaner tools.
There's no need for a lock plate depressor on a 95 and newer truck.

You can replaced the multifuntion switch without removing the steering wheel. I use a 1/4 wrench to turn a torx screwdriver bit. But it sounds like you want to replace the steering wheel.
