Like 68bowtie mentioned debris gets stuck in the cowl vents and water then collects instead of draining. See links for more information on cleaning the debris out.

Water from wet boots and any leaks from the windshield area will also end up there too.
She's looking good with her new bumper. I do likes me a K model with white bumpers.
