I did away with extra brackets and I was still able to bolt up the stock inner fenders to the toe boards. It was not too bad. Just use long enough bolts to pull the two pieces together. Once tight you can go back thru, one by one and use shorter bolts.

I don't have that brake bracket so trying to work from these posts. First bad news, looks like I need some type of spacer. But then good news, maybe not. Then it's "riddle me this".
So I went to the garage where I have my radiator support/inner fender assembly I rescued from storage today and did some measuring. Yep, driver side is shorter than passenger side. Never would have thought that. Exact amount I can't tell without locating that assy on the frame but it appears to be more than an inch.
Could make a spacer but I guess better solution is to locate a E brake bracket. Still need dimensions or template to locate holes correctly.
