They can be installed to keep the bulb/head from rubbing the paint. The end of the outer tube that fits into the handle is cut away, fitting into a stop cast into the handle. By adjusting the orientation of the tube to the desired “park” position and clamping it down with the outside bracket, the lamp rests above the bodywork.

The problem is, over time rough handling will chew the stop out of the handle allowing the head to settle onto the body. If the outer tube and handle are in good shape and not abused, the parking feature will last for decades. Here are photos of an outer tube and handle that have been damaged:
