400k+ miles of use have shredded the webbing on the original belts on my 1978 C20. I bought another set from Ebay. These are not shredded, but the inertia reels barely work, presumably from years of non-use.

Absolutely, the mechanisms, that’s part of the restoration. That all gets cleaned, rust removed and lubed for better function.
The frayed and shredded webbing has to be replaced. But as long as it’s still in good condition, they can be cleaned.
If you have look at all the belts that I have posted, there have been several that show how bad the mechanisms are, and I have been able to get them working again.
