If both slots are the same depth then it's not the right bulb holder. The link you posted clearly shows a two contact bulb holder which would be right for an 1157 bulb for tail lights. You may want to check that again.

If it has two contacts in the bottom with two wire out the back it should be for an 1157 and be the right one for this application.

The housing usually grounds to the box by the mounting screws holding it to the box. If there is not good contact here you can add a ground strap from the box to the tail light housing to be sure. Again make sure your box is grounded to the frame as well.
