Look for cracks and rust, those are the bad part, most of the time.
Up here in the rust-belt, they will get so crusty as to swell around the U-bolts. Then the leaves spread open and it just gets worse. If you separate a pack like that, they generally just fall apart. No rebuilding those, because they will be pitted and thinner than they should be.
If they look good and are just sagging, a rebuild can save them.
