I had a similar problem on a 2wd 77 I had. Someone had removed the charcoal canister and plugged the tank vent line, I think. I unplugged the vent and put a breather cap on it. Which seemed to work. I sold it not long after that so I'm not 100% sure though as it didn't get a lot of miles. Good progress! Those shackles look tough.
