No they shouldn't float.
The rubber has separated from the inner race.

The bolts retain the center piece and the movement is internal to the rubber insert. At least when everything is working correctly. After replacement you leave the center bolt loose till their is weight on the wheels. Then it is torqued. That centers the rubber so it doesn't tear.
