It reminds of those guys who got recycled in boot camp. Once through was enough for me, but some guys would have to re-do a week or two. That was back in '73. The Category IV (educable mentally retarded) guys were allowed up to
6 months to graduate boot camp. I'm not sure that that is true any more, but the Navy is always going to need bilge rats and bos'ns mates, so maybe it is. Before anyone hollers about bos'ns, I was a bilge rat, AKA, hole snipe.
