There are a few epoxy primers that can be applied to bare metal such as PPG's DPLF. I suggest a good etching primer w/epoxy on top...it doesn't get any better than that, but it ain't cheap.
Are you going to paint right away? If not, consider DPLF (again
because it's a primer/sealer - you can leave it in primer for a LONG time.
