First of all,when has any vehicle gotten the EPA rated MPG? It's always been a farse. Notice there's a big fat 20 in the middle of the page,not the 28. I believe it would be the diesel and they just aren't saying it. People weren't accommodating of the diesel vehicles back then. GM was the only one even offering a diesel prior to '83 and always the one one offering them in light duty trucks and SUVs.
As far as someone getting 32 mpg from a 6.2 in anything goes...people lie. Or maybe it's kinder to say "exaggerate". It just plain ain't happenin'.
