I bought some paint and tested out the theory. It appears that the paint store dude was absolutely INCORRECT.

There is no glossy finish on the paint, and the metallic shows through beautifully after 4 coats of matte (they didn't have satin in stock so for this simple test, matte proved my theory just fine). Using the dark silver that I mixed up, it almost looks as if my test subject that I painted is raw metal when the light hits it.
