I had to laugh looking at that chart. Rated for towing almost 11000 LBS? Seriously? I sure hope this chart is for pickups and not the Blazers.
If you tow anything over 4000LBS behind a Blazer I would suggest you get professional help.
I'm sure some will say "Well, I've been towing for years with no problems"!
They had no problems because they were never put into a panic situation.

Take a look at the tag on the B pillar.
69-70 Blazers have a GVWR rating of 5000 LBS. This was increased to 5500LBS in 71-72.
These trucks weight around 4700 LBS empty, so you do the math.
Just having a driver and a couple fat chicks in the back and the truck will already be overloaded.
