So I traced it down to no power at the dash light circuit of the fuse block. I called American Autowire and they were quickly able to tell me that the dash light circuit is fed through the park light circuit. Sure enough that's where the blown fuse was. Problem solved.

I also had a bad bulb socket on my right turn signal that only worked sometimes. Replaced that and I have both working turn signal indicators again. It would be nice if my right turn cancel worked, but even the new cancel cam in the column didn't fix it.
