I decided to just give up on making a bolt-on pedal adapter. I cut the end of the Hydroboost pushrod off and threaded it 3/8"-24. Pedal linkage solved.
I also took apart the steering column to find the wiring short. It turns out the horn contact on the signal switch was touching the signal support casting. I filed off the extra metal and now the horn isn't getting constant power. I wrapped all the wiring in some tape to better protect it.
