When the 2 ears on part #9 are out the hub is locked, when they get pushed in the hub unlocks. Try removing the chrome piece & the blue dial, set the dial to lock and reinstall it in the possition that the blue dial pushes the ears on #9 in.

Got ya. Thanks for the info. I will keep messing around with dial tomorrow to where it pushes the ears down instead of pushes against them. I'll let ya know how it goes. Thanks!
