Only the 81-87 seats have the seatbelt cutouts. The 73-80, the belts came up between the top & bottom.
The bezels have to be installed onto the cover before the cover gets installed on the seat bottom. It has a piece that locks onto the back of the bezels, on the underside of the cover.
