so in CA, they want to know about sales tax (if paid to another state, you dont pay it in your state) AND when the car entered the state. open titles are fine as long as its registered within 10 days of ENTERING the state.
yes, this may not apply to your state/situation, but general concept of state's interest in information.
Also, some/most states have a "power of attorney" form. it allows subsequent owners to fill out forms as they wish or at will to close any loopholes in paperwork.
