No the fender go on first then the cowl then hood. But before you tighten down your fender make sure all your gaps are set how you want them because once your cowl is on you can not get to the bolts to change things.

Heres a tip for ya! Go the the local paint store and get a roll of 2" blue or green masking tape and put over all your edges(door, fender, hood) where two parts might touch while adjusting things. This will give you a little protection against chips. Do not use the regular masking tape as it has too much glue and can pull soft paint and it leaves a residue behind as well. The best to use in my opinion is the green but it is more money then the blue.
