Front Grill and Clip install

I recently pulled the entire front clip while I replaced my rockers and I ended up sound proofing everything under the wheel wells and also the inside. I put everything back together ( Doors, both fenders, front bumper, grill and lights) everything installed correctly, well the lines match up at least. But the hood is a little hard to shut. The only thing I can thing of is that there are 2 bolt holes on the top of the grill. I don't know if the grill is suppose to slide under the holes or rest on top.

If they rest on top like they currently are, there is like a 1/4 inch gap and it wouldn't make sense that any bolts would go in the holes because nothing is sitting flush. I don't think I can slide them under either. The center support for the radiator wont allow it on one side.

To summarize a very confusing explanation I just gave can someone tell me what these holes are for and how the grill mounts to them. Like I said. The hood shuts all the way and the lines all match, but it doesn't close anywhere close to how it did before I took everything off. I really have to shut it now for it to close all the way.

The latch goes on top of the grill . You can see the witness mark .
