Question clutch question

ok heres my problem in 1st, 2nd, and in reverse the clutch petal want to stay to the floor, but in 3rd, 4th it works fine. what would be the problem? any info would be helpful.

Check to see if the clutch linkage and the shifter linkage are making contact, thus hanging up the clutch.
