Power steering issues-First drive

I just finished taking the burb out for it's maiden drive. Only went about 1/2 mile-no windshield, front end, bumpers. Just doing a transfer case/tranny and diffs checkout. Everything worked out great except at 40mph the headliner blows around, also the PS is acting up. The gearbox is new, the pump has about 10k miles. I stroked it back and forth many times, foamed up and overflowed. Adjusted the level. Seemed to work out on jacks, but on the drive noise from the pump, stiff wheel and fluid everywhere. Fluid is just at the dipstick. Any thoughts? Thanks, Tom
