Gauge Cluster Puzzle

It seemed to me that a number of gauge cluster bulbs were burned out on my Sierra Grande. My speedo and coolant gauge were dimly lit and none of the warning lights or turn signal lights came on. So I squeezed my big hand into the narrow spaces and replaced all the bulbs with tested, fresh 194s. Result is very little extra light and no warning lights, though I did gain the turn signal lights. Fuses are all fine.

Before I invest in a new cluster or circuit board, I'd like to eliminate other possibilities. Ideas?
