Ground on RH-inner fender. 1970 C10

There is a ground on the right inner fender about in the middle, near the frame.
I have a picture of the ground attached to the fender. Wondering exactly where it should be attached to the frame and if its a bolt or self threading screw at the frame. It is a self threading screw with a star washer on the inner fender side of the ground. This is a 1970 C10 Truck.
