Most states do . NY has it as does SD I know because a friend got a ticket for stuff hanging from the rear view at Sturgis in his truck. They also will ticket you if you don’t put both feet down at a stop . Even if you sit there waiting for traffic with one foot down as soon as you start off you get an improper stop .. ask me how I know
