Adhesive needed

My 2004 Chevy Tracker ZR2, which is rally a Suzuki, has a rear wheel well flair that is pop riveted to the rear bumper. The problem is the rivets keep pulling loose as well the the inner brackets have cracked. Is there an adhesive that I can use to glue these two parts together? I think the parts are ABS, but not sure, could be a urethane. If you know a supply source please let me know. Thanks for any help.

3M make a great line of panel bonding glue. The bad part is you have to have a duo mix gun to use it and they are pricey. SEM also makes some that you might want to check into ,as it mixes like a body filler that is then wiped onto the panel before bonding
