Front spindle assembly question

I am changing the wheel bearing and found this rubber gasket on the backing plate behind the wheel seal. Is this normal?

One thing I did notice when I pulled the seal the grease on the seal and the inner bearing was black. As I remember when I replaced the front rotors they came with the inner bearings and seal already installed. The only grease I have ever used is high temp red, which is what was on the outer bearing and the spindle.
