Carburetor adjustment

I don't know if the old Q-jet needs a tune up or if it's the 2 year old gas in the tank, but I couldn't get the ol' plow truck to idle this morning. So, in stalled a high idle stick until the engine was sufficiently warm. problem solved

I need one of those

Is it adjustable?
Which years will it work with?
