Does seat back lock into place?

I bought a bench seat to go in an older model truck, I think the seat is out of about an 89 Silverado, and the seat back doesn't seem to lock into place. Is that the way this seat was made or is there a latch that just isn't working?

When you pull the handle the back flips down and the whole seat flips up. The jack is under it. For extended cab, I don't know about crew cab.

The handle is on the passenger side under the seat, if it hasn't broken off. Which they are known to do.

Its an "inertia" latch , it doesn't engage unless you have a sudden stop or collision . there are 2 pendulums on the seat hinge ,1 per side they can get stuck from the upholstery or if they are installed to tight .Take the plastic side cover off and you will see them .

My 89, 93 and 99 all lock until you pull the handle. All extended cab not crew cab.

My '88 and '90 have the inertia latch. I have to wiggle the seat to get it to release and then slam it to lock in place. The seat in the '88 works well, the '90 is usually loose.

Im assuming the one I bought is an inertia as well. I don't have it mounted in the truck yet and have been unable to get it to lock into position. It swings forward with no problem.
