Throttle return spring location and throttle rod fastener?

1970 c10 350 engine/350 turbo stock
4bbl Rochester

Looks like po did his own spring/rod mod to keep truck running.
How do I fix to get back to stock?

Throttle spring location/ setup
Looks like i need a dual spring mounted lower on the throttle bracket.
Then connect it to the coil bracket.
Would yall agree?
Do I need one on both sides of the carb?

Throttle rod fastener
Do I add some washers to tighten it up
and then just use a cotter pin or wire to secure it?

Trying to get to stock but not going for contest show points.
Pics of your stock 1970 Rochester may help.
