No the race should be INSIDE the rotor for both inner and outer bearings ALREADY! If not take them to a machine shop and have them installed. For used rotors you can buy replacements but getting the old ones out and getting the new ones in should be done by someone with the right equipment. The bearing goes in against the race, then the washer, then the spindle nut.

The way you described breaking down one at a junk yard is exactly correct.
