Need help with glove box hinge

I'm starting to put my truck together and I am having a hard time figuring out how the glove box hinge is supposed to go on. The wire spring doesn't provide any tension when the door is closed. I put a couple of pictures of it here. Is the wire supposed to go on the outside so it pushes out on the door when it's closed?

Yes, and I was worried about painted parts sitting around and getting damaged.
