Testing the fuel sending unit

Hi, I need advice about my sending unit. It is a new unit that I tested before installing. It shows 30 ohms at full and near zero at empty. I installed the new sending unit and tested it before hooking up the wires. Meter shows 2.9 with a verified full tank. I took out the sending unit and tested again, works correctly. I reinstalled the unit and again it shows a very low ohm at full tank. When I reinstalled the unit, I made sure the float was moving freely and not leaking. Any ideas? Thank you

R u sure swing-arm is installed correctly & not hitting a side or end of tank? Also, what does meter read WHEN INSTALLED with an empty tank???
