Correct Bolting Process/Order?

I am beyond excited to be bolting things back onto my frame!

I just wanted to make sure the order I am actually using the hardware is correct:

- Bolt, Flat Washer, (frame), Flat Washer, Lock Washer, and Nut

Wanted to get everyones' opinion prior to torquing this hardware to spec.

Correct.
Unless you are using self locking nuts.
